Consular Letters

The Embassy issues official consular letters to support Nigerians residing in Ukraine, Lithuania, Latvia, Estonia and Georgia. These letters provide verification, confirmation, or non-objection for administrative, academic, legal, or immigration purposes. Consular letters do not replace Nigerian government documents; they affirm the Mission’s recognition of the applicant’s identity and status and are provided at the discretion of the Embassy.

Categories of Consular Letters

Consular Recommendation / Introduction Letter
Issued to confirm that the applicant is a Nigerian citizen legally resident in any of the host countries.

Issued for :

Letter of Non Objection
Issued when an institution requires confirmation that the Embassy has no objection to the applicants:


  • Academic enrolment

  • Professional licensing

Academic or Professional Introduction Letter
Issued for :

  • Scholarship applications

  • Internships

  • Professional bodies

  • Research programmes

Parental Consent / Consent Letters
Issued for :

  • Minors Travelling Without One Parent

  • School Authorisations

  • Administrative Processes Requiring Parental Approval

Confirmation of Identity or Address
Issued to confirm identity or residency for :

  • Banks

  • Employers

  • Local Authorities

  • Administrative Procedures

Letter Verifying Loss of Passport
Issued to support applications for :

  • Emergency Travel Certificate (ETC)

  • Nigeria Temporary Passport (NTP)

  • Replacement Passport Processes

Passage Letters
Issued for newborns or infants without passports involved in cross-border movement specifically to obtain a Nigerian passport or related documentation to facilitate its issuance.
Welfare or Repatriation Related Letters
Issued in special circumstances requiring Embassy intervention or communication with local authorities.

Requirements for Consular Letters

Applicants must provide:

  1. Application letter addressed to the Head of Mission
  2. Valid Nigerian passport data page
  3. Valid residence permit for Ukraine/Lithuania/Latvia/Estonia/Georgia (where applicable)
  4. Passport photographs
  5. Supporting documents
  6. Applicable consular fee
  7. Appointment with the Consular Section
